SAFETY COMES FIRST

By Mark | March 28, 2008 |
On Monday I was made aware of the newly released report on the mandatory closing time by the city for this Monday’s council meeting. Here’s the problem, the report again ignored repeated requests for input from the DWBIA, the businesses it represents and the residents of downtown. It is this simple folks, when you don’t involve the two stakeholders who are affected the most, you have failed and will continue to fail. (I would call the letter included in the report from Fran Funaro past ED of the DWBIA from before 2004 as a claim of DWBIA input a thumb in the eye, aggravating our denial of input even more.)Only now, that the DWBIA has a report that outlines the positions of the Administration and police it can get input and analysis of that information. Problem is that it will take a week to do that and council is questioning this Monday. On Thursday April 3rd, the DWBIA will bring down North America’s foremost expert on safety and policing to have a discussion, provide consultation and to get input from the residents and business owners in Windsor. Then, and only then can council make an informed decision. Call your Council and tell them that you want to be heard before they make a decision.

I have to note that it shouldn’t be taken for granted that the DWBIA is seeking residents input, you may think it is obvious but it has rarely happened in Windsor’s history.

Please call your councillor and tell them to be at April 3rds meeting to get the input they need from residents, businesses and safety expert Peter Bellmio before making their decision. As far as Bellmio’s qualification. Here is some background info as to what he’s been up to and some quick quotes from thosse pages

Peter Bellmio has just completed working on a project for the Seattle Police department

SEATTLE NEIGHBORHOOD POLICING STAFFING PLAN 2008 - 2012

Another internet article quoted

“NCMEC (national Center for missing and exploited children had called on consultant Peter Bellmio, former director of public safety for Decatur, Illinois, to analyze its capacity and to recommend ways to operate the center during this crisis”

‘The agency contracted with Peter Bellmio, a nationally recognized expert in police workforce deployment to review our staffing patterns and workload.’

And Lastly here are the council minutes from Shreveport, Louisiana,

“Chief Campbell: As we started yesterday, I’d like to introduce the consultant who has worked with us on this project over this past several months, many months. At this time, I’d like to introduce Mr. Peter Bellmio who has done similar studies with LAPD, St. Petersburg, FL., Charlotte, N.C., and Richmond VA. Mr. Bellmio.”

Seems to be the way things work around here at city hall. Make an uninformed decision first, then get the data and documentation you needed to educate yourself about your decision.

This is a pattern that needs to be broken A.S.A.P.

Mark, are you asking residents to come to this meeting on Thursday to ask for their input? If so I will certainly attend. I already made the call to one of my councillors but I am sure I will be ignored as most residents are.

100% Dave, I would ask residents to voice their support for 3am closures this Monday as well as participation in Thursday’s Safety Forum.

The Forum will definitely not be limited to the 3am closing issue but will discuss all safety issues

i would love to be at the April 3rd meeting, unfortunately, I will be working until 8pm. Will it still be going on after this time? Will anyone be recording audio/video of it? If so, is there any way I can receive a copy?
